The EMDS business and funding models provide insights into the added value that a common EMDS brings to multiple stakeholders in the ecosystem and describes how to position potential business and funding models to ensure EMDS long-term sustainability. The value proposition centres around data sovereignty and trust in data sharing, backed by an adequate technical infrastructure and apt governance mechanisms. The business and funding models address stakeholder concerns about participation and the challenge in creating a sustainable and resilient business and funding model that caters to the diverse needs of the mobility and logistics sector.

Mobility specific building blocks

• Use case accelertor: Provide appropriate mechanisms to incentivise and support participants in implementing and accelerating use cases.
• Data and application availability and quality: Focus on the governance of the quality of data and facilitate ready-to-use data offers through harmonisation of data models and data exchange APIs.
• Public funding for adoption and sustainability: Provide public funding for the initial stages, to steer adoption and overcome potential barriers for participants due to longer-term sustainability concerns.

• Sovereign and secure data sharing ecosystem: Creating an ecosystem that connects diverse participants in the sector and beyond aiming at the creation of a community, whilst retaining sovereignty over data sharing policies and agreements.
• Business model framework: Establish a sustainable business model that caters to the participants and creates value to them, potentially across the federation of data spaces.
• Ease onboarding processes: Realise economies of scope by supporting multiple types of data sharing and economies of scale by extending the reach of services available across the federation of data spaces.
